Supposably, the sound of the alarm will never be heard by those to whom it matters. For all intensive purposes, this means the car alarm itself is completely useless. Nobody believes the car is actually being stolen anymore, since car alarms go off all the time, and so the only people effected are pregnant women trying to get some sleep already.
The chair is REALLY there to give one a place to sit and breathe the air that gives life while contemplating the meaning of life. The car alarm reminds one that, in the middle of the night, air and life continue to exist. If one cannot sleep during the car alarm, the chair is still there for contemplation.
